1. Survey Procedures

When will selected households receive a notification letter for TCS 2022 issued by Transport Department?

Selected households will receive their notification letters starting 5 September 2022.

Household will be selected randomly from the address database of Census and Statistics Department. Selected households will receive notification letters from the Transport Department. The households can choose to complete the survey via questionnaire online, face-to-face interview or telephone interview.

Online Questionnaire: Households can browse TCS website (www.tcs2022.gov.hk) or scan the exclusive QR code on the letter, go to the login page, and complete the self-administered online questionnaire.

Face-to-face or telephone interview: A face-to-face or telephone interview can be booked on the Online Appointment System on this website, or through the TCS 2022 Hotline at 3900 1100.
Service hours of TCS 2022 Hotline:10a.m. - 10p.m.

Household will be selected randomly from Census and Statistics Department address database to participate in the TCS 2022.

2. Online Questionnaire

Upon receipt of the notification letter by the selected household, the household head can enter the TCS 2022 website by entering internet address (www.tcs2022.gov.hk) or scanning the QR code printed on the notification letter. The household head can create survey account with the Household ID and activation key printed on the notification letter and complete the online questionnaire directly.

Each member (domestic helpers included) of the selected household can use the online platform to complete the survey.

We encourage household members to complete the questionnaire by themselves. Persons aged under 12, or those who cannot personally answer the questions, may have their household head or other adult household members report the information on their behalf.

Each household member will take around 20 minutes to complete the questionnaire, depending on the actual trip details.

TCS 2022 will be conducted from 5th September to December 2022. We encourage all selected households to participate in the survey to share their travel information which will provide essential reference for the Government to plan transport facilities and formulate transport policies. If a household has not made an appointment for interview or completed the online questionnaire one week after the issuing of the notification letter, survey officers will visit the household to assist in completing the survey. The date on which the letter is sent out will be indicated on the letter.

You can use typical smartphones, tablets or computers to complete the online questionnaire. You are recommended to use devices with more recent versions of browsers and operating systems for the best experience using the online questionnaire. Household contact information (i.e. email address or contact number) are required for the following purposes: - provision of account password to household members (except household head) for entering the online survey system - reply enquiries - follow up questionnaire clarification Your contact information will only be used for TCS.

No. Household may choose to save your responses whenever you complete one section. You can then log in the survey account and continue the questionnaire next time.

The online questionnaire is divided into different sections. Household can make changes to the current section before submitting to the system. Once the online questionnaire is submitted, you cannot review and update the provided information. If you need to make amendments, you may call the Hotline at 3900 1100. If clarification would be required form the responses from the submitted online questionnaire, the survey officer will contact the household by email (Follow-up email address: tcs.admin@mov.com.hk), telephone or face-to-face interview to follow up. TD will NOT ask households to submit information by email or SMS. If there is such case, please call the TCS 2022 Hotline at 3900 1100 immediately for follow-up. When online questionnaire has been successfully submitted, an acknowledgement message will be displayed on the screen.

If further clarifications are required for the responses from the submitted online questionnaire, the survey officer would contact the household by email (Follow-up email address: tcs.admin@mov.com.hk), telephone or household visit to follow up.

Please scan the QR code printed on the notification letter, or directly type the address of our thematic website (www.tcs2022.gov.hk) in the address bar of the web browser to access the Online Questionnaire and Online Appointment System. Do not use hyperlinks provided by suspicious emails or websites. Also, please scan your personal computers for viruses regularly to prevent data leakage.

3. Face-to-face interview

The survey officers will work in pairs. For ease of identification, the survey officers, equipped with blue uniform (vest form) and satchel, will carry a Certificate of Identity (with photo) issued by the Transport Department. Households with any doubts can call the TCS 2022 Hotline at 3900 1100 to verify the identify of the survey officer. Service hours of TCS 2022 Hotline:10a.m. - 10p.m.

Each household member will take around 20 minutes to complete the questionnaire, depending on the actual trip details. To reduce the time required to complete face-to-face interview, survey officers will work in pairs and can interview different household members at the same time.

Household visits will usually be carried out from 2:00 p.m. to 10:00 p.m. each day starting in September 2022. Depending on the situation, visits may be made during 10:00 a.m. to 1:00 p.m. for households living in remote areas. Households can make an appointment online or by calling the TCS 2022 Hotline at 3900 1100. Service hours of TCS 2022 Hotline:10a.m. - 10p.m.

The survey officers will work in pairs to conduct the face-to-face interview. Depending on the number of household members present at the visit, the two survey officers may conduct the face-to-face interview with different household members at the same time to shorten the interviewing time. In addition, survey officers will use tablet computers (provided by the Government) for data collection, and transmit the data to designated and protected server in an encrypted format, to streamline the overall data collection process and improve data security.

The face-to-face interview can be conducted in Cantonese, Putonghua, or English, to suit the need of different household members.

4. Telephone interview

The TCS2022 hotline number 3900 1100 should be shown at the Calling Number Display for the telephone call. Upon getting through, the survey officer will read out the household ID on the notification letter received by the household, as well as the survey officer's ID number. Households with any doubts can call the TCS 2022 Hotline at 3900 1100 to verify the identity of the survey officer. Service hours of TCS 2022 Hotline:10a.m. - 10p.m.

5. Data Security and Confidentiality

No. We assure that household information collected will be kept in strict confidence and will not be disclosed to any unauthorised parties (including Government departments). The information collected will only be used for statistical analysis.

We will ensure the survey officers uphold the confidentiality of household information collected. During the training of survey officers, we have stressed importance of protecting data confidentiality, correct procedures in handling the data and the legal consequence of improper handling of the data. All collected data (including those provided by households through the self-completed questionnaire, face-to-face or telephone interview) will be encrypted during transmission to designated and protected server. The data collected in tablet computers (provided by the Government) will neither be saved nor stored in the device. All completed questionnaires, will be destroyed after data analysis (by end of 2023). The reference link between the questionnaire records and address of quarters will be deleted when the data set is constructed for further analysis. All statistics to be published will be scrutinised to ensure that no personal particulars will be involved.

6. Pandemic Prevention Measures

To safeguard the households and survey officers, the survey officers will uphold stringent anti-pandemic measures. All survey officers hosting face-to-face interviews must comply with the requirements of the Vaccine Pass (3 doses of vaccine). They also will undergo Polymerase Chain Reaction (PCR) test two times a week, and will conduct Rapid Antigen Tests and report health conditions everyday before start of field work. During the course of household visit, the survey officers will wear masks of suitable standard and goggles.

The face-to-face interview will be suspended for this household, and a separate appointment for a visit will be made. However, the telephone survey can be conducted via online questionnaire or telephone interview if the household accepts.
